Yes. GetSim numbers are issued through licensed mobile carriers in their home country, not VoIP. They pass verification on the vast majority of services including WhatsApp, Telegram, Google, banks, dating apps and marketplaces.
You can receive SMS on a GetSim number: verification codes, OTPs, alerts. You cannot send SMS back, and you cannot receive or place voice calls. This is by design. It keeps the service affordable and the abuse surface small.
