Azercell, Bakcell and Nar are the whole market, and since Naxtel stopped serving Nakhchivan in December 2025 those same three cover the exclave too. Treat 5G as a demonstration rather than a service. Azercell's own site puts its 5G in test mode at Fountain Square in Baku, and Nar's in test mode around its Sumgait store, so 4G carries every real trip. It is dense across Baku and the Absheron peninsula, and Azercell closed a two-year project putting 4G into Baku metro platforms and tunnels back in 2022, so you usually hold a signal underground. On the mountain roads above Quba and around Lahij, expect it to thin rather than fail; terrain sets that limit, not the operator.
Almost everyone lands at Baku's Heydar Aliyev International. The airport runs Baku-Airport-Free-WiFi across all terminals, and its own instructions are three steps: switch Wi-Fi on, pick the network, browse. No portal, no code, nothing you would need a phone number to collect. Its published shop and facility directories name no mobile operator counter, so do not count on buying a SIM before you leave the building. To buy locally you go to a company office in town, foreign passport in hand. Two rules catch longer stays. Past 15 days you register your address with the migration service. Past 30 days on an Azerbaijani SIM you register the handset's IMEI and pay a state fee, which a foreign profile avoids.
The manat has held at 1.70 to the dollar since 2017, so these figures keep their shape. All three operators publish a visitor tariff and all three land together: Nar's TouristSIM is 34 AZN, near $20, for 20 GB plus 20 GB of social apps; Bakcell's TravelSIM 35 is 35 AZN for 30 GB; Azercell's 30 GB travel pack is 39 AZN with the SIM or eSIM included. Top tiers run 75 and 79 AZN, about $45, for 120 GB. Each lasts a month and each needs a passport at a company office, which is the real cost when cafe and hotel Wi-Fi is free anyway. Azerbaijan sits outside EU roam-like-home entirely, and on a metered day pass four days outruns the largest local month above.
Baku takes less data than it looks like it will. A week based in the city, running maps, ride-hailing and camera translation over Azerbaijani and Russian menus, sits inside 3 to 5 GB. Two things push that up. Bolt and Yango want an SMS code at signup, so build those accounts at home while your own number still answers. And the trips worth taking here are driving trips: the Quba to Khinalig switchbacks, Shamakhi through Lahij to Gabala, the long run northwest to Sheki. Ten days on that loop runs nearer 8 to 10 GB. If Tbilisi shares the ticket, check the regional bundle names Azerbaijan; sellers file it under Europe, Asia and the Middle East interchangeably.
