What to know before you land in Saudi Arabia
Coverage and networks
In Opensignal's February 2026 report, measured over the last quarter of 2025, stc took every speed award plus both coverage awards among the three national operators, Mobily took reliability and consistent quality, and Zain finished third on the overall score. A fourth licence, Salam, sells mobile lines and fibre through its own stores and won that report's home-broadband awards. Saudi Arabia also ranked first worldwide among large-land-area countries for mobile download speed, so the ceiling is high. The floor is geography. 5G concentrates in Riyadh, Jeddah, Dammam and the two holy cities, and beyond them coverage tracks the highway and the towns strung along it. Turn off the asphalt into the Empty Quarter or up a wadi and every network stops together.
Landing and activation
Jeddah's King Abdulaziz and Riyadh's King Khalid take most arrivals, Madinah and Dammam the rest, and their Wi-Fi behaves differently. The Jeddah airport's own site describes _KAIA Free Wi-Fi as a splash page you accept and use, no phone number asked. Riyadh is the one to plan around: registration there has meant a mobile number and an SMS code, which is exactly what a data-only line cannot take, and airside reports describe kiosks that scan your passport and print an access code instead. For a local SIM, stc, Mobily and Zain keep counters in Jeddah Terminal 1 arrivals by the big aquarium, near the exit for the Haramain platform that reaches Makkah in about an hour. Bring the original passport and border number, and expect a fingerprint scan.
What connectivity costs here
The riyal has been pegged at 3.75 to the dollar since the 1980s, so prices do not move with your currency. Visitor bundles from stc, Mobily and Zain start near 40 SAR, about 11 USD, and the 28-day tiers travellers actually buy sit around 85 to 120 SAR, 23 to 32 USD. Those tiers pair a data allowance with a matching social-media allowance and several hundred voice minutes, which is the part a data plan does not replace. The 15 percent VAT is already inside the sticker, which is why the prices end in .25. Hotel Wi-Fi costs nothing and counts against none of those allowances. Most UK and EU carriers leave the Gulf outside inclusive roaming entirely, so a fortnight of it runs several times that 120 SAR tier.
Which plan fits your trip
Saudi distances are driven, not walked. Riyadh to Jeddah is roughly 950 km of highway and AlUla is a long haul from either, so maps and Uber or Careem run all day and offline tiles earn their space. Pilgrims run the trip through one government app: Umrah permits, Rawdah slots and the Nusuk card. Calling home is the awkward part, because WhatsApp voice and video has never worked dependably on Saudi networks, though text is untouched, so Zoom or Teams does it. An Umrah week or a Riyadh business week fits 5 GB, two weeks on the road wants 10 GB, a shared hotspot 20 GB or more. Bahrain is over the causeway and Dubai a short hop, and neither one is on Saudi coverage.
