Three networks cover Indonesia, but you will meet five brand names on a shelf. Telkomsel, the state incumbent's arm and the one with the deepest rural build, sells under its own name through GraPARI stores. Indosat Ooredoo Hutchison sells IM3. XLSmart, the company left after XL Axiata and Smartfren merged, still retails XL, Axis and Smartfren separately, so two of those names put you on one network. Past Java and Bali the choice narrows to Telkomsel: inland Sumatra and Sulawesi, Flores and the islands east of Lombok are where the others thin out. 5G is live in parts of the largest cities and beside the point everywhere else, so plan around 4G. Expect nothing at all on inter-island ferries, on Komodo boat days, and high on Rinjani or Ijen.
Indonesia's arrival paperwork is now one submission. The All Indonesia system, run by immigration, has absorbed the separate customs declaration for air and sea arrivals, and Bea Cukai's old e-CD site simply points at it. File it before you fly and keep the QR code on your screen, because you need it in the customs lane at Soekarno-Hatta or Ngurah Rai. Bali charges a further IDR 150,000 levy, about USD 8.50, through the provincial Love Bali site, with its own QR code. If an airport or hotel Wi-Fi portal wants a phone number and texts a code back, that code has nowhere to land, so arrive already connected. Local SIMs are registered against your passport at the counter, which is what makes those queues slow.
Airport SIM counters at Ngurah Rai and Soekarno-Hatta price for arrivals: expect a tourist pack to cost a few hundred thousand rupiah, commonly IDR 200,000 to 400,000 (USD 11 to 23). The same money goes much further in town, where a starter card runs tens of thousands of rupiah and a month of data usually stays under IDR 100,000, about USD 6, at a GraPARI, a phone kiosk or an Indomaret counter. Cafe and villa Wi-Fi is everywhere, shared across the whole compound, and sags every evening. Roaming inverts the maths: Telstra's Day Pass is AUD 10 a day for 2 GB, and most European contracts leave Indonesia out of inclusive roaming altogether.
Indonesia burns data on the move. Bali is Google Maps open all day on a scooter and Gojek or Grab for the rest, and in the banjar areas that keep app drivers out you fall back to WhatsApp, which is how villas, dive shops and drivers all run anyway. Past Java and Bali the network matters more than the allowance, so pull down offline maps and the Indonesian Google Translate pack before any boat or long bus. A week in south Bali leaning on villa Wi-Fi is comfortable on 5 GB. Two weeks across Bali, Lombok and the Gilis, or Yogyakarta through Bromo and Ijen by car, wants 10 GB. Daily video uploads or a laptop on hotspot puts you at 20 GB and up.
