What to know before you land in Portugal

Coverage and networks

MEO is the former incumbent, NOS and Vodafone Portugal the established challengers, and Digi arrived last and prices accordingly. The regulator ANACOM counted 15,495 5G base stations at the end of 2025, spread across all 308 municipalities but only 2,336 parishes, about 76 percent of them. The split inside that number is what you feel: 62.8 percent of the sites sit in predominantly urban areas and 23.3 percent in rural ones, so the Alentejo interior, the Douro valleys and the smaller Azorean islands run thinner than the coast. Digi is the cheapest and the most capped, publishing ceilings of 75 Mbps on 4G and 160 Mbps on 5G that fall to 1 Mbps once an allowance is spent. Assume nothing inside Madeira's road tunnels.

Landing and activation

Lisbon, Porto, Faro, Madeira and Ponta Delgada are all ANA airports, part of VINCI, so the free Wi-Fi behaves identically at each one. Pick the network named _VINCI Airports WiFi, open a browser, accept the terms and press Connect. There is no SMS code and no registration form, which matters when the profile you just installed cannot receive a text. The slow part of your first hour is the border: since 10 April 2026 the EU Entry/Exit System has been fully live, so a non-EU passport means fingerprints and a facial image rather than a stamp. Lisbon's terminal has a Vodafone store selling data cards. Digi, the cheap alternative, activates prepaid only through its own dealers and asks for an ID number and a Portuguese NIF.

What connectivity costs here

Local data is close to free, which is why the airport is the wrong place to buy it. Digi lists prepaid at 4 euros a month for 50 GB, 5 euros for 150 GB and 7 euros for 200 GB, roughly 5 to 8 dollars, with unlimited postpaid from 6 euros; the catch is the drop to 1 Mbps once the allowance goes. Airport counters publish no prices and will not match those. An EU or EEA SIM costs nothing extra here, though operators may ask for proof you live where it came from. British and American carriers sell daily passes instead, so price a fortnight of them before you fly. Hotel and cafe Wi-Fi is usually quick; the EU's 2026 Digital Decade report rates Portuguese connectivity among Europe's best.

Which plan fits your trip

Portugal is three trips and they consume differently. The cities are compact and well covered, so five days across Lisbon and Porto rarely passes 3 to 5 GB, with cafe Wi-Fi absorbing the evenings. A rental car changes the arithmetic, because the Algarve, the Douro and the Alentejo run navigation for hours at a time through the thin rural quarter of the network; two weeks of driving and cities is closer to 10 GB. The islands change it again. Out there the constraint is signal rather than allowance, so pull offline maps down before a levada walk on Madeira or a hop from São Miguel to a smaller Azorean island. Working from Lisbon for a month is the one case for buying unlimited and forgetting it.
